Partially automate the onboarding process

This PR includes some automations that simplify the creation of onboarding tasks. Instead of writing them manually, you can fill out an issue template, selecting an onboarding task from the dropdown. The template also automatically assigns the label "onboarding" and the ORCA project. After the issue is created, a workflow runs which reads the issue and posts a comment with the content of the selected onboarding task.

At the moment, there is no automation for batch creating issues.
